False. The Old Testament canon (Tanach) was settled by 389BC, and the Jewish canon is confirmed by the Lord Jesus Christ. The New Testament canon was completed before 100AD. The complete Bible in the universal (english) language of the world was completed by 1611AD.

The Hebrew canon began with Genesis and ended with 2nd Chronicles, having a total of 39 books in the days of Christ on earth. The same 39 books found in the Authorized Version. (The 66 books of the A.V. follows the prophetic order indicated in the 66 chapters of Isaiah.)
The Lord Jesus defined the Hebrew scriptures as being the (1) Law, and the (2) Prophets, and the (3) Psalms (writings). In Matthew 23:34, the Lord indicated 3 classes of people the Lord raised up to give the word of God: "prophets, and wise men, and scribes".
"That upon you may come all the righteous blood shed upon the earth, from the blood of righteous Abel unto the blood of Zacharias son of Barachias, whom ye slew between the temple and the altar." (Mt.23:35)
Abel was slain in the FIRST book, Genesis, and Zacharias was slain in the LAST book, 2nd Chronicles, of the Hebrew canon.
